So, if I hire a company to carry a fridge up to my third-floor apartment and they only make it to the second floor because "It's so heavy and there are too many stairs and we're just tiny people," do I pay them and say "Well, you tried but since the job is hard you can go home with the job not done." NO, I say, "I don't care what you have to do, more hands, a crane, whatever, DO YOUR JOB." SOOOO...Did the city put out contracts to DRIVE DOWN SIDEWALKS IN LITTLE FRONT END LOADERS, or did they hire companies to CLEAR THE SIDEWALKS? So the little tractor didn't work, so what? Quit? NO, you hire more hands and give them ice chippers and you do the job you were contracted to do.
